After seeing all these injuries and researching I have came to the conclusion that a new law needs to be set in place. In NY almost everything requires a course before you participate in the activity for example hunting, and snowmobiling. I think it should be the same for horseback riding safety. Everyone will be required to take a basic horseback riding safety course to prevent injuries. If found riding a horse without taking the course they should receive penalties up to $250 in fines and jail time. When referring this laws to the 5 E’s I think it would work great. For Engineering there could be a powerpoint for the class that everyone always has access to. For economic the course should be free or barely any cost because if it costs money people will not want to take the course and they will ride illegally. For educational an assessment should be given at the end of the course as an incentive for students to pay close attention to all the information. For enforcement could have the fines up to $250 or jail time. This seems harsh however people will not take it seriously if the fine is as little as $50. Lastly emergency response could be by taking this course you could also call forest rangers in case of emergency, if the hospital could not get there quickly.

The amount of injuries this course can prevent is close to almost all. All horseback riding injuries are preventable. Most all accidents are due to unsafe riding.
I believe there is a a couple advocacy groups that would help to support this law. Pacific Crest Trail Association I think would be a great one because they already have several partnerships with equestrian companies. Also I think they would because they are not limited to horseback riding. Although that is how some of their injuries occur on their trails, they want to keep everyone safe. Another advocacy group I would choose is PATH international. This group was founded to provide safe and therapeutic horseback riding so this law coincides with why the company was originally founded. Also this is world wide known organization so it could spread awareness on horseback riding safety in other countries other the the U.S.
When it comes to who would oppose this law I think it would be the states and congress. This law would cost money and they may not see how beneficial it could be when it comes to preventing injuries. I could gain their support through proving the importance of this law. I think personal stories are something that is unique and could make the difference. Brining in people who have suffered from injuries and having them tell their stories and explain how this law would have prevented that could make the difference.
